Question: I have a permanent residency in the United States, can I get my relative here as a permanent resident also?

Yes. You can become a financial sponsor by filing a petition, however you must be able to prove you qualify financially. You will also need to submit supporting documents of your residency, financial abilitiy and relationship to the person you are sponsoring. Question: I am going to marry and my Fiancé is not a citizen, what can I do?

You can file a petition on their behalf but you must show that you are a U.S. Citizen; that you plan to marry within 90 days of the Fiancé entering the United States; and you both must be free to legally be married. For example you must be single never married, divorced, widowed, etc., and you must prove you have met prior to marrying and have established a relationship.
